Federal disaster management would likely take a severe cut in funding and efficiency as a result should a Romney-Ryan presidency occur, according to a Mother Jones analysis of Republican Vice Presidential Nominee Paul Ryan’s “Path to Prosperity” roadmap.

The roadmap does not specifically name FEMA or other agencies, but it does address severe funding cuts to non-defense, non-entitlement federal agencies. The non-partisan Center on Budget and Policy Priorities reported this year that Ryan’s “Path to Prosperity” roadmap would lead to a shift in emergency management responsibility to the state and local level, potentially overburdening smaller agencies in times of crisis.

More than two years after Haiti’s earthquake disaster, the unavailability of safe, permanent shelter again threatens many Haitians as Tropical Storm Isaac approaches the Caribbean.

The New York Times editorial criticized government and aid organizations for failing to provide shelter to Haitians as part of a scattered, unorganized rebuilding campaign. Temporary shelters came with good intentions, but do not provide enough structure in the face of a potential hurricane. Of the 200,000 homes that were destroyed due to the earthquake, only slightly more than 10 percent have been rebuilt or repaired.

“While progress has been made, the lack of basic, permanent housing remains the greatest failure in postquake Haiti. Now, as another potential disaster looms, many of the displaced may be victims again,” said the editorial.
